Community Legal Services has issued a report on the persistent decline in Pennsylvania’s TANF (Temporary Assistance for Needy Families) cash assistance caseload. CLS argues that Pennsylvania’s TANF program is not meeting the needs of the families and pregnant women in deep poverty who need TANF most. They offer a menu of recommendations to make the program work better.
